Entry strategies/techniques or Bridging the gap

How do you initiate an attack or launch a pre-emptive strike to close the gap safely against an opponent who does not want to engage you directly such as counter fighter who uses his range as a defensive measure such as a western boxer?

You do nothing while the opponent is not launching an attack.
There is an idiom in Tai Chi:
I don't move if you don't move. I'll move first as soon you move.
